The R-H SPCA has a partnership with Rockingham County and Harrisonburg City’s Animal Care and Control. We serve as a holding facility for stray pets and those seized in cruelty cases to keep them safe from harm or exposure until VA state law or the courts allow the pet to come into the R-H SPCA’s custody. Stray pets are kept separate from adoptable pets to diminish cross-contamination, protect the public from potential exposure to zoonotic diseases, and allow for monitoring by staff without endangering customers or volunteers.
